Sal’s academic journey began at Southwest Texas State University, now known as Texas State University, where he embraced the camaraderie of the Sigma Kai fraternity. He later earned an associate degree in accounting at Palo Alto College, followed by a Bachelor of Science in Business Computer Information Systems, with a focus on Disaster Recovery from North Texas. This educational foundation became the springboard for Sal’s pursuit of a master’s degree from St. Mary’s University in San Antonio—a testament to his relentless pursuit of knowledge, reminiscent of Nelson Mandela's words: “Education is the most powerful weapon which you can use to change the world.”
In 2006, Sal’s life took an exhilarating turn when he joined Cheer SF, inspired by his aerobics instructor. Captivated by their dazzling performance at Castro Street Fair, he attended an informational session, his heart racing with excitement. Soon, he found himself practicing routines in his living room, filled with joy and determination. Now, nearly two decades later, Sal remains a steadfast member of the team! Throughout his journey with Cheer SF, he has embraced various leadership roles, including Team Captain, and currently serves on the board of the Pride Cheerleading Association, which unites 15 teams across the nation. His unwavering commitment has helped Cheer SF raise an astounding $1.8 million for HIV/AIDS and other life-threatening illnesses impacting the LGBTQ+ community. “The best way to find yourself is to lose yourself in the service of others,” Mahatma Gandhi once said, and Sal embodies this philosophy with every heartbeat.
Cheerleading has become a powerful force for community building in Sal’s life, allowing him to educate new recruits about the rich history and struggles of the LGBTQ+ rights movement. In times of challenge and adversity, he finds profound fulfillment in nurturing the next generation of leaders who will stand up for their rights and advocate for those who cannot fight for themselves. Sal’s heart beats with the desire to be a guiding light for others, echoing Brian Tracy’s words: “You have within you right now, everything you need to deal with whatever the world can throw at you.”
As Emperor 44 of San Francisco, Sal held a unique and prestigious platform to raise awareness about crucial LGBT issues, especially those affecting the Latino LGBT community. His reign was marked by travels across the realm, where he collaborated with like-minded emperors and empresses to educate, uplift, and empower their communities. His title from the mother court in San Francisco became a beacon of hope and visibility, shining brightly to draw attention to vital causes and raise necessary funds.
Sal’s impact extended beyond San Francisco, as he proudly received the title of half emperor in courts across Las Vegas, Salt Lake City, Calgary, Fort Worth, and his beloved hometown of San Antonio—an honor reserved for an exceptional few. This journey was not just about titles; it was about the love and support he received and shared within his community.
The extraordinary path to what is now Sparky’s began as a playful dare from a former business partner to venture into the whimsical world of balloon artistry. Initially skeptical, Sal knew his father would tease him for this pursuit. Yet, his father later recognized Sal’s remarkable ability to dream big and turn those dreams into reality, embodying Eleanor Roosevelt's belief: “The future belongs to those who believe in the beauty of their dreams.”
Pooling their resources, Sal and his partner took a leap of faith, selling balloons at the bustling corner of Market and 16th on February 14, 2010. Their spirits soared as they quadrupled their investment in just four hours! This success ignited a passion that led to the opening of their first store, Sparky’s, in the Inner Richmond. Three years later, they expanded with a second location in the Castro by acquiring Cuckoo Toys. In 2015, they united their stores into one—SPARKY’S Fun and Joy—where Sal proudly earned the title of Ambassador of Joy.
Though the following years brought challenges as large retailers like Target and Amazon entered the market, Sal persevered. In 2017, when asked what he did best, his top three answers were all balloon-related. Embracing this clarity, he decided to focus solely on balloons, allowing him to devote his energy to the artistic work where he truly shines. Sal’s philosophy in design and life is to take bold chances and spread joy wherever he goes. “Life is either a daring adventure or nothing at all,” said Helen Keller, and Sal embraces this truth with every fiber of his being.
Throughout his journey, Sal has had the privilege of collaborating with corporate giants and prominent families across the Bay Area, including the NBA, YouTube, and Google. Yet, his heart is also dedicated to giving back to the local community, ensuring that every success is shared and celebrated, reflecting the belief that “A candle loses nothing by lighting another candle.”

Sal believes in the power of giving back, being a supportive uncle, and nurturing the bonds with those he loves. “To be yourself in a world that is constantly trying to make you something else is the greatest accomplishment,” said Ralph Waldo Emerson, and Sal embodies this truth wholeheartedly.

Whether at home or traveling the world, Sal shares his joy by performing handstands, sparking curiosity and smiles from those around him. “The only limit to our realization of tomorrow will be our doubts of today,” said Franklin D. Roosevelt, and Sal chooses to embrace endless possibilities.

Sal, a proud 4th generation American, was born on October 8, 1973, in the vibrant city of San Antonio, Texas, to a family steeped in rich Hispanic traditions. Raised by his loving parents, Edward and Christina Tovar, Sal grew up alongside four spirited siblings, enveloped in a warm tapestry of laughter, compassion, and an abundance of love from countless nieces and nephews.
As the eldest child, Sal often felt the weight of familial expectations to follow a well-trodden path—attending college, marrying, and starting a family. Yet, deep within him stirred an unquenchable belief that he was destined for something greater—a calling that would guide him toward a life dedicated to inspiring change and uplifting those around him. “What lies behind us and what lies before us are tiny matters compared to what lies within us,” said Ralph Waldo Emerson, and Sal knew that the strength within him was meant to be shared with the world.
